Terms of Service

Welcome to Vote On Issues (the “Service”), operated by Vote On Issues, a Nevada nonprofit corporation and 501(c)(3) tax-exempt organization (“we,” “us,” or “our”). The Service is available at app.voteonissues.org and through our mobile applications for iOS and Android.
The Service is a nonpartisan civic engagement platform that allows Verified Citizens to (a) vote in support of or in opposition to specific public-policy issues, (b) rank issues by personal priority, and (c) view stances on those issues submitted by candidates for public office. Aggregated results are published by jurisdiction (federal, state, county, and city or town). These Terms of Service (“Terms”) govern your use of the Service as a Verified Citizen. Separate Candidate Terms govern the use of the Service by candidates for public office.
By creating an account, accessing the Service, or otherwise using the Service after these Terms are presented to you, you consent to transact electronically and agree to be bound by these Terms and the Privacy Policy. You represent that you have the legal capacity and authority to enter into these Terms. We may maintain electronic records of your acceptance, account activity, notices, and transactions, and those records may be used to establish your agreement and use of the Service. If you do not agree, do not create an account or use the Service.

1. Definition of “Verified Citizen”

“Verified Citizen” means a user whose identity and place of residence have been confirmed through our identity verification process. Using a government-issued photo ID, we verify residence at four levels — country (United States), state, county, and city or town — so Verified Citizens can only vote on issues in the jurisdictions where they actually live. Vote On Issues does not verify voter registration or eligibility to vote in official elections; aggregate results reflect the opinions of Verified Citizens — people who have proven, with government ID, that they live in the jurisdiction.

2. Eligibility

To become a Verified Citizen, you must:
  • Be at least 18 years old;
  • Be a resident of the United States;
  • Possess a valid, unexpired government-issued photo identification document accepted by our verification provider; and
  • Successfully complete the identity verification process described in Section 5.
You represent that the information you provide to us and to the verification provider is accurate and that you are authorized to use the identification document submitted.

3. One Account Per Person

Each person may maintain only one Verified Citizen account. Identity verification is designed to enforce this rule. You may not create an account using another person’s identity, a synthetic identity, or any identification document you are not lawfully entitled to use. Attempting to create multiple accounts, transfer your account, or vote on behalf of another person is a material violation of these Terms.

4. Your Account and Security

You are responsible for maintaining the confidentiality of your account credentials and for all activity that occurs under your account. You agree to use any multi-factor authentication we require and to notify us immediately of any unauthorized use.
To report unauthorized access, contact us at support@voteonissues.org. We may temporarily restrict your account during a security investigation.

5. Identity Verification

5.1 How Verification Works

Identity verification is performed by Stripe Identity, a third-party verification service operated by Stripe, Inc. During verification, Stripe may collect and process information from your government-issued photo-identification document and other information required by Stripe’s verification flow to assess the authenticity and validity of the document and to provide verification results to us. Vote On Issues does not require, collect, request, or store a facial image or biometric template as a part of the verification process. .

5.2 What Stripe Holds vs. What We Hold

The image of your photo ID, along with any document metadata extracted by Stripe, is held by Stripe and is governed by Stripe’s terms of service and privacy policy. We do not intentionally store the image of your ID on our systems, although we may receive and retain verification results, identifiers, status information, and the account information described below as necessary to operate, secure, and administer the Service.

From the verification process, we receive and store the following information in our database:
  • Your name
  • Your phone number
  • Your email address
  • Your ZIP or postal code
  • Your city or town
From your verified ZIP or postal code, we internally derive the state and county associated with your residence to determine the jurisdictions where you are eligible to participate. We use this information to (i) confirm your eligibility, (ii) prevent duplicate or suspicious accounts, (iii) associate your votes and priority rankings with the correct federal, state, county, and city or town jurisdictions, and (iv) communicate with you about the Service.

5.3 Third-Party Terms

By using the Service, you also agree to Stripe’s applicable Consumer Terms (available at https://stripe.com/legal/consumer) and Privacy Policy (available at https://stripe.com/privacy).

5.4 Consent

By initiating identity verification, you consent to (i) Stripe’s collection and processing of your photo ID for verification purposes and (ii) our receipt and storage of the information described in Section 5.2. You may withdraw this consent at any time by deleting your account; doing so will end your participation in the Service and trigger deletion of your account data as described in our Privacy Policy.

6. Voting on Issues

6.1 Issue Votes

Verified Citizens may register support for or opposition to specific public-policy issues. Each Verified Citizen may cast one (1) vote per issue, which may be changed but not duplicated. Aggregate support/opposition figures are published in the Service alongside the relevant jurisdiction.

6.2 Issue Priority Ranking

Verified Citizens may rank issues by personal priority. The Service aggregates individual rankings within each jurisdiction (federal, state, county, and city or town) to produce a composite priority ranking for that jurisdiction. The aggregation methodology is summarized in the Service and may be updated from time to time; we will provide notice of material changes.

6.3 Jurisdictional Scope of Participation

Each Verified Citizen may vote and rank issues only within the jurisdictions their verified address falls within. For example, a Verified Citizen residing in South Lake Tahoe, California may participate in United States, California, El Dorado County, and South Lake Tahoe issues, but not in the issues of any other city, county, or state.

6.4 Editorial Neutrality of Issues

We strive to describe public-policy issues in factual, neutral language and to avoid framing that favors any particular position, party, or candidate. Issue descriptions are not advocacy and are not endorsements. If you believe an issue description is biased or inaccurate, please contact us; we will review the issue under our editorial process.

6.5 Nature of Results — Not an Official Election

Aggregate results published by the Service are an expression of opinion by Verified Citizens. They are not official election results, government polls, or legally binding determinations of public opinion. They do not bind any government, official, candidate, ballot measure, legislative body, or court. The Service is not affiliated with any election authority. Participating in the Service is not voting in any official election.

Always verify election information with an authoritative source.

6.6 Non-Representative Sample

Verified Citizens are self-selected from the residents of a given jurisdiction and may not be statistically representative of that jurisdiction’s full population. We do not warrant that aggregate results reflect the views of all residents of any jurisdiction. In jurisdictions with a small number of Verified Citizens, we may withhold publication of aggregate results until applicable minimum-participation and suppression thresholds are met. We may also withhold, combine, delay, or otherwise limit publication where we reasonably determine that doing so is necessary to reduce re-identification risk, prevent manipulation, protect safety, or maintain the integrity of the Service.


7. Candidate-Submitted Stances

7.1 What Candidate Stances Are

The Service allows verified candidates for public office to log in and indicate their stances on issues. Stances are submitted by candidates and are displayed in the Service as submitted, subject to our acceptable use rules.

7.2 We Do Not Endorse or Fact-Check

Stances are the statements of the candidate, not of us. We do not endorse, independently verify the accuracy, completeness, or currency of, or fact-check any candidate’s stance. The Service is not a source of independent information about candidates’ positions; it is a channel through which candidates speak directly to Verified Citizens in their jurisdiction.

7.3 Reliance

You acknowledge that candidates may change their stances, may not respond to all issues, may withdraw from the race, or may misrepresent their positions. You are solely responsible for your decisions about whether and how to rely on candidate-submitted content, and we recommend independently verifying candidate positions before making any voting decision.

7.4 Reporting Concerns

To report a candidate stance that you believe violates our acceptable use rules (for example, defamatory content about another candidate, harassment, or unlawful material), please contact support@voteonissue.org. We may review and take any action we consider appropriate, including declining to act, requesting additional information, restricting visibility, preserving the material, or removing it. Reporting does not guarantee removal or any particular response.

8. Nonpartisanship

We are a 501(c)(3) tax-exempt nonprofit organization. Consistent with federal tax law and our mission, we do not support or oppose any candidate for public office, political party, ballot measure, or political position. The Service displays issue information and candidate-submitted stances on a nonpartisan basis.
Nothing in the Service is intended as a call to vote for or against any candidate. We do not use Verified Citizen data for partisan purposes and do not share Verified Citizen data with campaigns, parties, or advocacy organizations except as expressly disclosed in the Privacy Policy or required by law.

9. Donations

The Service is supported by donations. Donations made to Vote On Issues are tax-deductible to the extent permitted by law. Donations are voluntary, do not entitle you to any preferred treatment within the Service, and do not influence the editorial content of issue descriptions or the publication of aggregate results.



10. Acceptable Use

You agree not to:
  • Submit false information during identity verification or impersonate any person;
  • Create or attempt to create more than one account, or vote on behalf of any other person;
  • Sell, lease, transfer, or share your account with any other person;
  • Offer, solicit, or accept payment or any other consideration in exchange for casting a vote or assigning a priority ranking;
  • Use bots, scripts, emulators, or other automated means to access the Service or influence voting or rankings;
  • Coordinate with others to manipulate aggregate results, including through coordinated inauthentic behavior;
  • Post or transmit content that is unlawful, defamatory, harassing, threatening, or that violates the rights of others;
  • Post content intended to suppress civic participation, spread known election disinformation, or interfere with any election;
  • Probe, scan, or test the vulnerability of the Service, or breach any security or authentication measures;
  • Use the Service to collect information about other users without their consent;
  • Reverse engineer, decompile, or attempt to extract source code from any part of the Service.

11. Intellectual Property

The Service, including its design, look and feel, text, graphics, software, source and object code, features, functionality, databases, issue descriptions, editorial materials, aggregation methodologies, scoring and ranking systems, trade names, logos, and all related intellectual-property rights (other than user-submitted votes, rankings, and candidate stances), is owned by us, our affiliates, or our licensors and is protected by copyright, trademark, trade-secret, and other applicable laws. Except for the limited license expressly granted below, no right, title, or interest in or to the Service is transferred to you, and we reserve all rights not expressly granted. Subject to your continued compliance with these Terms, we grant you a limited, personal, non-exclusive, non-transferable, non-sublicensable, and revocable license to access and use the Service solely for your own lawful, non-commercial civic-engagement purposes. You may not copy, reproduce, modify, adapt, translate, create derivative works from, publicly display, publicly perform, republish, download, store, transmit, distribute, sell, license, exploit, remove proprietary notices from, or otherwise use any portion of the Service except as expressly permitted by these Terms or with our prior written consent. We may suspend or revoke this license at any time if we reasonably believe your use violates these Terms, infringes any right, threatens the security or integrity of the Service, or could expose us or others to liability.

12. User Submissions

When you cast a vote, submit a priority ranking, provide feedback, or otherwise contribute content, information, or materials through the Service (“Submissions”), you retain any ownership rights you may have in your Submissions. You grant us and our service providers a worldwide, royalty-free, perpetual, irrevocable, non-exclusive, transferable, and sublicensable license to store, reproduce, modify, adapt, translate, create derivative works from, aggregate, analyze, process, use, display, perform, publish, distribute, and otherwise exploit your Submissions in any media or technology now known or later developed, in each case to operate, administer, secure, promote, evaluate, develop, and improve the Service; enforce these Terms; comply with law; conduct research and analytics; and publish aggregated or de-identified results by jurisdiction. This license continues after account deletion or termination to the extent your Submission has been aggregated, de-identified, incorporated into analyses or system records, shared as permitted by these Terms or the Privacy Policy, or retained as reasonably necessary for legal, security, fraud-prevention, backup, or audit purposes. You acknowledge that you are not entitled to compensation, attribution, approval, or notice for any use authorized by this Section. You represent and warrant that you own or otherwise have all rights, permissions, and consents necessary to submit each Submission and grant this license; that your Submissions are accurate to the best of your knowledge; and that our permitted use of them will not violate any law, contractual obligation, or third-party right. We may, but are not obligated to, review, reject, remove, restrict, preserve, or disclose any Submission when we reasonably believe doing so is necessary to operate or protect the Service, enforce these Terms, comply with law or legal process, or protect the rights, safety, or property of any person. We will not publicly disclose individual votes or rankings tied to your identity unless permitted by our Privacy Policy, required by law or legal process, or authorized by your specific consent.
Because aggregate results are published by jurisdiction, including at the city or town level, you acknowledge that smaller participant pools may create a greater risk that a person could infer or attempt to identify an individual participant or Submission. We may establish, change, and apply minimum-participation, suppression, delay, combination, and other publication controls in our discretion to reduce re-identification. We may withhold, delay, revise, correct, remove, or decline to publish any aggregate result, and we do not guarantee that any Submission will be included in a particular aggregation or remain available for any period. Although we use reasonable safeguards; however, no aggregation, de-identification, or security aggregation method eliminates all risk, and you accept the residual. associated with participating in and contributing to the Service

13. Privacy

Our Privacy Policy, available at https://voteonissues.org/privacy-policy, is incorporated into these Terms. It describes and explains the categories of covered information we collect, the categories of third parties with whom we may share covered information, the process by which a consumer may(if any) review and request changes to covered information if such a process is available, how we notify consumers of material changes to the Privacy Policy, whether third parties may collect covered information about a consumer’s online activities over time and across different websites or online services, when you use the Service, and the effective date of the Privacy Policy. We may disclose personal information to service providers and other recipients as described in the Privacy Policy, including to operate, secure, support, and improve the Service, comply with law, and protect rights and safety. We do not sell or rent Verified Citizen data and do not share it with campaigns, political parties, or advocacy organizations except as disclosed in the Privacy Policy or required by law.
Nevada consumers may submit a verified request directing us not to sell covered information by contacting [CONTACT ADDRESS]. We will verify and respond to a request within the period required by applicable Nevada law and may take reasonable steps to authenticate the identity of the requester and the validity of the request. This provision does not state or imply that we sell covered information, and it does not create rights beyond those provided by applicable law.

14. Third-Party Content and Links

The Service may display content from or link to third-party sources, including government websites, news outlets, candidate websites, and content submitted by candidates through their candidate accounts. We are not responsible for the accuracy, completeness, availability, legality, or security of third-party content, and inclusion of a link or display of a candidate-submitted stance does not constitute endorsement.
We use reasonable administrative, technical, and physical safeguards designed to protect personal information in our custody or control. No security measure is infallible, and we do not guarantee that unauthorized access, loss, misuse, alteration, or disclosure will never occur. If a security incident triggers a legal notification obligation, we may provide notice by any method permitted by applicable law and may delay notice when requested or authorized by law enforcement.

15. Disclaimers

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE SERVICE, ALL CONTENT, CANDIDATE-SUBMITTED MATERIALS, AGGREGATIONS, RANKINGS, VERIFICATION RESULTS, AND RELATED FEATURES ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITH ALL FAULTS AND WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, STATUTORY, OR OTHERWISE, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, ACCURACY, RELIABILITY, AVAILABILITY, SECURITY, OR RESULTS. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, TIMELY, SECURE, OR ERROR-FREE; THAT DEFECTS WILL BE CORRECTED; THAT IDENTITY VERIFICATION WILL DETECT ALL FRAUD; THAT CANDIDATE-SUBMITTED STANCES ARE ACCURATE, COMPLETE, OR CURRENT; THAT AGGREGATE RESULTS WILL BE REPRESENTATIVE OR FREE OF MANIPULATION; OR THAT USE OF THE SERVICE WILL PRODUCE ANY PARTICULAR CIVIC, POLITICAL, OR GOVERNMENTAL OUTCOME.
Some jurisdictions do not allow the exclusion of certain warranties, so some of the above exclusions may not apply to you.

16. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, IN NO EVENT WILL WE BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, DATA, GOODWILL, OR CIVIC OPPORTUNITY, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF THE SERVICE.
OUR TOTAL LIABILITY, AND THE TOTAL LAIBILITY OF OUR OFFICERS, DIRECTORS, EMPLOYEES, VOLUNTEERS, AFFILIATES, LICENSORS, AND SERVICE PROVIDERS, FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THE SERVICE WILL NOT EXCEED ONE HUNDRED U.S. DOLLARS (US $100).



17. Indemnification

You agree to defend, indemnify, and hold harmless us and our officers, directors, employees, volunteers, affiliates, licensors, and service providers from and against third-party claims, actions, proceedings, damages, judgments, losses, liabilities, penalties, fines, costs, and reasonable attorneys’ fees arising out of or relating to (a) your material violation of these Terms; (b) false, misleading, or unauthorized verification or account information; (c) your Submissions or other content; (d) your misuse of the Service; or (e) your violation of applicable law or another person’s rights. We will provide reasonably prompt notice of a claim, except to the extent delay does not materially prejudice the defense. You may not settle any claim without our prior written consent if the settlement imposes liability, an admission, injunctive relief, or any other obligation on us.

18. Termination

We may suspend, restrict, or terminate your access to all or any part of the Service at any time, with or without notice, if we reasonably determine that you violated these Terms, failed to maintain valid verification, created legal or security risk, interfered with the Service, or acted in a manner that could undermine the integrity of voting, rankings, or published results. We may investigate suspected violations and preserve relevant account, verification, security, voting, ranking, and audit records as permitted by law. You may delete your account at any time through the Service; deletion will remove your votes and rankings from future aggregations, subject to reasonable processing periods, legal obligations, backup cycles, fraud-prevention needs, and any continued use of aggregated or de-identified information permitted by the Privacy Policy. Sections that by their nature should survive termination, including ownership, licenses, disclaimers, limitations of liability, indemnification, dispute resolution, and record-retention rights, will survive.

19. Changes to These Terms

We may update these Terms from time to time. If we make material changes, we will notify you by email, in-app notice, posting within the Service, or another reasonable method. Continued use of the Service after the effective date of revised Terms constitutes your acceptance.

20. Governing Law and Dispute Resolution

These Terms are governed by the laws of the State of Nevada, without regard to its conflict of laws principles. Any dispute arising out of or relating to these Terms or the Service will be resolved exclusively in the state or federal courts located in Douglas County, Nevada, and you consent to personal jurisdiction in those courts.

21. Miscellaneous

These Terms (together with the Privacy Policy and any Candidate Terms applicable to candidate accounts) constitute the entire agreement between you and us regarding your use of the Service as a Verified Citizen. If any provision is held unenforceable, the remaining provisions will remain in effect. Our failure to enforce any right or provision is not a waiver of that right or provision. You may not assign these Terms; we may assign them with notice to you.
